Andreas Kupries has written a very handy set of [expand] macros for the documentation of the memchan project. Converters to nroff -man, HTML, and TMML are available. This format is highly recommended, especially if TMML is too complex for your needs.

Now a part of tcllib in the doctools package

If you find that TMML is not powerful enough, then DocBook is a very popular choice.
